My laptop is uploading data automatically once connected to the internet. How to stop it?

I’ve tried everything to get my laptop which runs windows vista to stop connecting to my neighbors weaker internet signal. I’ve gone into manage wireless connections and deleted it from the list. I’ve also unchecked the box for connecting to other signals. But everytime I turn around it’s unconnected from my signal and connected to his. What else can I do ?
